Status of Water Agreement - update

As part of the negotiations procedures, Thurston Council sent a proposed draft agreement update to the Village of Baltimore on 1/12/2012 (as mentioned below).  The Village of Baltimore responded in a letter to the Village of Thurston stating that if the agreement did not include the sale of the water main line between between Baltimore and Thurston to the Village of Baltimore, they were no interested in pursuing an agreement.  That letter will be posted to this website soon.  Since then, Thurston Council has taken action to look into installing a water plant for Thurston so that the Village doesn't have to be at the mercy of any other entity.  Please read the current minutes and come to Village meetings to keep up with what's going on regarding the water sourcing issue.

The Village of Thurston has reviewed the proposed water agreement with the Village of Baltimore.  Thurston Council also asked residents to attend the January Service Committee meeting back on 1/4/2012.  About 25 residents attended and shared their opinions on how they think Council should continue with the proposed Baltimore agreement.  On 1/11/2012, Council agreed on changes they wished to see on the agreement and instructed the clerk/treasurer to send the changes to Baltimore for review.

Due to some issues that were completely out of the control of Thurston council, projects have been postponed until 2012.  We hope to see projects begin in the Spring.  For any questions, please contact the Village office. 

 

Possible agreement with Village of Baltimore for Water

The Village of Thurston met in a joint meeting with the Village of Baltimore on September 21, 2011 to discuss the water issue.  After 2.5 hours of talks, in-and-out of executive sessions, a tentative agreement was made.  Click here for the details.  Council invited Village residents to come to the Service Committee meeting on 10/5/2011 at the Municipal Building.  After answering questions of those present, a show of hands indicated that the majority of residents would be in favor of entering into a long-term contract with Baltimore instead of connecting with Baltimore.  Council was given the edict by their constituents to go over the contract in depth to make sure there is nothing detrimental to the Village of Thurston.  Council is currently awaiting a copy of the tentative contract from Baltimore to review.

The Village of Thurston has spent almost $100,000 on engineering and final design costs for this project.  ODOT has given tentative approval of the project and residents along the project area have been notified of our plans.  If you have any other questions, please feel free to contact the Village Office.

Council makes move to enforce ordinance to regulate inoperable, disabled, abandoned, unlicensed, scrapped, and/or junk motor vehicles.

During the November Council meeting, Thurston Council moved to begin giving warnings and taking actions against any resident and/or property owner who is in violation of Ordinance 2009-15, An Ordinance to Regulate Inoperable, Disabled, Abandoned, Unlicensed, Scrapped, and/or Junk Motor Vehicles and parts Thereof.  Click HERE to see this ordinance.  Basically, all vehicles must be operable, licensed and not meet any other criteria of this ordinance or the violator could be fined and the vehicle removed by the Village (at the owner's expense).  About 20 vehicles were recently identified as possible violations and courtesy letters were sent to the property owners.  Some of the vehicles have already been removed and licenses made current.  If you have any questions regarding this ordinance or its enforcement, please come to a committee or council meeting or contact the Village office.

 

Thurston begins design of Millersport-Thurston Water Transmission Line.

In May of 2010, the Village of Thurston received a letter from the Village of Baltimore notifying us that Baltimore would no longer provide water to Thurston at the end of our current contract in 2014.  Therefore, Thurston has been forced to look for water for its residents from other local sources.  Thurston is in the initial phase of designing and installing a water transmission line so we may purchase our water from the Village of Millersport.  The Ohio EPA has stated that Millersport has a great source of water and should be used by others in the region to source water.

Initial discussions have been successful.  Our Village Engineer, GGC Engineers, has been assisting Thurston in the design of the system.  They have also been key in assisting us to obtain funding for this project to keep costs to a minimum.  The total project cost is estimated at $1,200,000.  We hope that most of this cost will be raised in grants from various sources.  At current projections, Thurston will have to obtain a loan to cover what the grants do not.  This loan is estimated to force us to put a debt service fee on each service of $3.00 - $4.00 per account.  On the November, 2010 water bills, the base rate was lowered to $20 from $23 for the first 2,000 gallons because we paid off our 40-year old loan to the USDA.

Thurston finishes Street Improvements project.

In October, Thurston finished it's 2010 Street Improvements project.  The total cost of this project is about $238,000 and was financed mostly through a grant from the Ohio Public Works Commission.  Local matching funds was about $21,000.  The following streets were improved in part or in whole:  High St., Second St., Third St., Fourth St., Fifth St., Oak St., Broad St., Wilson St., and Holt St.  Spires Paving won the bid and a great job for us.

 

Thurston finishes Water Tower Recoating project.

In August, Thurston started the Water Tower Recoating project.  It is 99% finished with only some minor electrical work to be completed.  The total cost of this project is about $110,700 and was financed mostly through a Community Development Block Grant.  Local matching funds was about $15,000.

 

Thurston receives Neighborhood Revitalization Grant!!!

This grant consists of several projects for the Village of Thurston:

  1. Sidewalk & Fence Improvements - $70,000 (replace sidewalks on Main St., install ADA Ramps, install fence around cemetery)

  2. Street Sign Improvements – $19,000 (replace street signs and traffic signs throughout the village to bring to new state code)

  3. Storm Drainage Improvements - $83,800 (replace/repair certain storm sewers in the area)

  4. Water Meter Replacement - $137,200 (replace a large portion of the aging water meters throughout the Village, and repair the water pits)

Separately, we were also approved for a Playground Equipment Grant (almost $24,000) to replace aging equipment in front of the Municipal Building. 

When will these projects start?  In early 2011.  These projects must be completed within 2 years of that time.  Fairfield County will advertise for and assign a Grant Coordinator for the projects.  The Grant Coordinator will work with the Village Council and the Engineer to come up with a plan to implement and administer the projects.
