September 1= 3, 2007
Meeting called to order at 7:30 pm by Council President Robert Ortman. Pledge of Alle= giance was recited.

Robert announced that Mayor Barber was not present bec= ause she is getting ready for the Hunter Barber Fundraiser this weekend.
Robert asked if any visitors wished to speak. Rita Leiendec= ker wanted to speak. She would li= ke something to be said to the mill about the amount of dust they are raising = in the air. She suggested maybe = they could put some oil down. Mich= elle said they had said they were going to look into it, but doesn’t think anything has been done. Ed instructed Aaron to send a letter to them regarding the issue.
Ed made a motion to approve the August 2007 meeting mi= nutes. Laura second. All yea.
Detria asked about the mosquito spraying in the
Village. Detria made a motion=
to
suspend mosquito spraying in the Village, and we would call Sam’s on =
an
as-needed basis.
Ed made a motion to approve the August 2007 financial
statement.
Ed made a motion to waive the three-reading rule and d= eclare an emergency for Resolution 2007-15, A Resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary = tax levies and certifying them to the county auditor and the declaration of an emergency. Detria second. All yea.
Laura made a motion to waive the three-reading rule and declare an emergency for Ordinance 2007-16, An Ordinance to amend the 2007 appropriations ordinance and the declaration of an emergency. This is to appropriate more money = to pay the Village Secretary for the balance of the year. Aaron explained that enough money = wasn’t appropriated at the beginning of the year.= Ed second. All yea.

Jim announced the bids for the tanker are to be open on October 9

The Service Committee recommended hiring someone to record all ground and
remote meter readings and replace all ground and remote meters that are not
working. There is no listing =
of
where or when the remote meters were put into place, nor is there a data ba=
se
in place to compare the ground and remote meter readings. The Village is lo=
sing
an estimated $500 per week in water usage that is not billed to customers.<=

“implied” contract with Walnut Creek Sewer District, we have to=
fix
the meters ourselves.
Report from the Safety Committee: Robert said they met as stated above and they just discussed some of the things that Jim Hite had already brought up in his report.
Detria said some sewer covers were being taken off.
Report from the Finance Committee: Didn’t meet, but would l= ike to next month to discuss Council pay. Aaron will post the meeting.
Report from the Rules Committee: Didn’t meet, but would like = to next month to discuss implementing a Code of Ethics. Aaron will post the meeting.

Old Business – Detria said she contacted a lawyer =
in Lithopolis to consider as our Solicitor. His name is Jon Browning. We have four names of lawyers to i=

for Solicitor. The discussion=

around a possibility of conflict of interest with the lawyers representing
other Village and/or entities.
New Business – Robert announced that Trick-or-Tre=

Detria said she wants the Finance Committee to meet to discuss changing the way Council is paid.&= nbsp; Possibly change it from $50 per Council meeting to $30 per Council meeting and $10 per committee meeting, with a $50 monthly max. She said the pay should be reflected upon effort and attendance. Ed said he’s concerned some meetings are too long, and some folks have to work the next day. The question arises of w= hether or not Council pay could go down in-term.&= nbsp; Aaron will check with the Solicitor. This will be discussed at the Fina= nce Committee meeting.
Laura Clark announced that her term is up as of
12/31/2007. She is not seeking
re-election because of her desire to spend time with her family and
volunteering at school. Also,
sometimes work causes schedule conflicts.&=
nbsp;
Robert, along with others, thanked her for her service.
Michelle passed out a list of meters that had zero rea= dings throughout the year. Detria s= aid that instead of increasing rates, let’s fix the problems. Mark Anderson was present. He holds Level 2 water superintend= ent credentials. He said he’= ;s worked for a couple different Villages, checking their meters and recording meter and remote readings. He= said he will locate and document any remote meters, and repair meters. He said he would charge $8.00 per m= eter to record the first reading. = If a meter needed replaced, he would charge $15.00 per meter. If a remote needed replaced, he wo= uld charge $10.00 per remote. If = wiring needs replaced, he will charge $10.00 for wire replacement. He said this project would take a = few months.
Detria made a motion to accept Mark Anderson’s proposal as outlined above for all meters in the Village. Vickie second. All yea. He said he would work with Michelle= on the project – asking her which meters would be priorities.
Detria made a motion to go into executive session to d= iscuss personnel issues. Vickie seco= nd, all yea. The time is 8:33 p.m= .
At 8:50 p.m., Ed made a motion to come out of Executive Session. Vicki second. All yea.
Ed made a motion to extend the Solicitors current cont= ract on a month-by-month basis at a rate of $125 per hour until other arrangemen= ts can be made for a Village Solicitor. Laura second. All yea.=
Ed made a motion to go into executive session to discu= ss annexation issues. Vickie sec= ond, all yea. The time is 8:52 p.m= .

Robert said GGC wants to know what project we are goin= g to apply for this year. It was suggested to go for grants to replace water lines that are breaking in the Village – possibly an old main. Michelle said that’s not really a problem. Sometimes the valves go bad.
Michelle said she’s been talking to Matt about calibrating the meter at the pump house.&n= bsp; Over the weekend, the meter quit working. She said it’s been repaired = twice, and it’s 30 years old. = Do we want to replace it? Is it even worth getting a quote? Counci= l said to ask John Kinder what we should do.
