Meeting called to order at 7:30 pm by Mayor

recited.

1 Open Council Seat
Mary asked if anyone present was interested
in the open Council seat. Detria Hiles
said she was. Robert made a motion to
open nominations. Laura second. All yea.
Laura made a motion to nominate Detria Hiles. Robert second. All yea.
Laura made a motion to close nominations. Ed second.
All yea.
Ed made a motion to appoint Detria Hiles to
the open Council seat term expiring12/31/2009.
Robert second. All yea. Mary said she would swear Detria in later.
Mary asked if anyone present was interested
in the open Walnut Creek Sewer district seat.
JoAnn Hite raised her hand. Ed
made a motion to open nominations. Vickie
second. All yea, Detria abstaining.
Ed made a motion to nominate Kevin Ety. Robert second. All yea, Detria abstaining. Robert made a motion to close nominations. Ed second.

made a motion to appoint Kevin Ety to the open seat on the Board of Trustees
for the Walnut Creek Sewer District.

Mary asked if any visitors wished to speak. No one did.
Ed made a motion to approve the April 2007
meeting minutes, with the correction of the Mayor of Pleasantville’s name to
Jack Weidner. Robert second. All yea, Detria abstaining.
Robert made a motion to approve the April 2007
financial statement. Ed second. All yea, Detria abstaining.
Report
from Fire Chief – Jim Hite was present and submitted
the report. Jim submitted an inventory
of Fire Department equipment and keys to Mayor Barber. Jim announced that the fire department was
awarded the Hunter Barber grant in the amount of $1,250 which will be used to
purchase a papoose kit.
Laura Clark expressed her appreciation for
the prompt, courteous, professional manner in which the crew treated her family
on a run on April 29th. She
presented Jim with a gift to replenish the toy box in the medic for future use.

from the Service Committee: Robert
said they met Wednesday, May 2nd.
Present were Laura Clark and Robert Ortman. They discussed American flags that were to be
put up before Memorial Day. Robert said
they are already up. Detria announced
that she spoke with the George Gornell Patriotism Foundation (862-5820, contact
Bob Batchley). They will handle the
replacement of brackets and damaged flags for the Village. Detria said we may want to make a donation to
the Foundation to help them out. Jim
Hite said the fire department would help with any installations necessary.

from the Safety Committee: Ed
said they met on Monday, May 7th at 7:30 at the firehouse. Present were Pauline Ety, Sonny Dupler,
Robert Ortman, Jim Hite, Vickie Carroll, Jimmy Barber and Ed Vanek. Ed said the meeting was pretty short. They just discussed the grant and an
incident.

from the Regional Planning Representative: Robert said ODOT made a presentation
regarding the SRTS program (Safe Ride to School), which helps update places
kids can walk and ride their bikes to schools and bus stops. He said there is $85,000 available in

from the Village Administrator: Michelle said that
Old
Business – Aaron brought up water rates and the need for
an increase. Council discussed the
matter. The water fund is losing
money. In order to “stop the bleeding”,
we need to increase rates. After further
investigation is done, and it is found that the master meter had been wrong, or
if other leaks are found and fixed, we may be able to freeze rates at the next
scheduled
Robert made a motion to have emergency
legislation prepared to increase the minimum charge from $15.00 to $18.00, to
increase the 1000-gallon rate after that from $5.87 to $6.87, and to increase
the temporary user/pool rate from $6.00 per 1000 gallons to $8.00 per 1000
gallons. Laura second. All yea, Detria abstaining.
Aaron shared an e-mail he received from Bob
Clark regarding the status of the sirens.
They have come across a possible issue, but they are working on a
solution.
New
Business – Mary
said she talked with Jack Weidner from Pleasantville. She wants to call a special meeting on at the
Pleasantville Grange to discuss possible water source solutions. She said council, clerk, village administrator
and the GGC engineer need to be present.
She will let us know when it is scheduled.
Mary is still waiting to hear from Rickets
excavating about performing duties for us in the cemetery. She said Bill Watson has still not repaired
the damage from last month. Michelle
said he told her he’d be out this weekend to fix it. Detria suggested sending them a bill for the
repair. Ed says water lays there and the
grass is too high. Mary said ruts were
caused when he came back out to cover the grave. Ed instructed Aaron to write a letter to Bill
Watson giving him 15 days from the date of the letter to complete the work, or
the Village will have the work done and we will charge Watson for the work.
It was announced that two catch basins at
Jim Hite announced there would be a Pancake
Breakfast at the firehouse on Saturday May 19th from 8 am –
noon. He also announced that the
bowl-a-thon brought in over $3,700.
Jim asked how much he should charge for water
to fill pools. Council asked Jim to
bring in suggested pricing next month.
They will decide then.
Aaron shared the proposal from Sam’s Pest
Control for mosquito spraying. He has
done excellent work for us before. Ed
made a motion to accept the bid from Sam’s Pest Control at a rate of $125 per
spraying. Laura second. All yea, Detria abstaining.
Ed said there’s a house on High Street with
high grass. Aaron will send a nuisance
letter. Ed said the Thomas property is
looking bad, too. Michelle said she’d
call.
It was brought up that kids are getting into
the 36” storm water drain behind the municipal building. Lowell Hite said there are about six of them
throughout the Village. Detria asked
what could be done to stop it. Mary will
ask Jack Weidner who they had fix their drains in this situation.
Detria mentioned that the Village meeting
times are not posted on the website.
Aaron will check on it.
Detria asked about the status of the
park. Mary explained she’s trying to do
something at the
Ed said the merry-go-round is missing a
board. We need to replace the board and
put pea gravel down.
