Meeting called to order at 7:30 pm by Mayor

Mary asked if any visitors wished to speak. No one did.
Steve made a motion to approve the October 2006
minutes.
Robert made a motion to approve the October
17, 2006 special meeting minutes. Ed
second. All yea.
Steve made a motion to approve the October
2006 financial statement. Ed
second. All yea.
Ed made a motion to waive payment to Council
for the October 17, 2006 special meeting.

Robert made a motion to waive the
three-reading rule and declare an emergency for Ordinance 2006-21, An Ordinance
to amend the 2006 appropriations ordinance and the declaration of an
emergency. Laura second. All yea.

2006-21, An Ordinance to amend the 2006 appropriations ordinance and the
declaration of an emergency. Steve
second. All yea.
Ed made a motion to waive the three-reading
rule and declare an emergency for Ordinance 2006-22 An Ordinance authorizing
the mayor and clerk-treasurer to enter into a contract with Wynn Fire &
Rescue Equipment Company for the purchase of a new water tanker truck for the
Thurston Walnut Township Fire Department, without formal bidding and advertising
for contracts and the declaration of an emergency. Robert second. All yea.

the mayor and clerk-treasurer to enter into a lease-purchase agreement with
Fairfield National Bank for the lease-purchase of a new water tanker truck for
the Thurston Walnut Township Fire Department and the declaration of an

Report
from Fire Chief Jim Hite was not present, but he
had previously submitted his report.
Jamie Carroll went over it (see attached). Aaron said he would send the point system
for payment plan to the solicitor for review.
Jamie asked whose name would be on the title
for the new tanker. Ed made a motion
that it be put in the name of the

from the Service Committee: Robert said there was a joint meeting of the
Safety and Service committees on November 1st. The following people were present for that
meeting: Laura Clark, Ed Vanek, Robert
Ortman, Vickie Carroll, Steve Reedy, Michelle Shumaker, Aaron Reedy, Jim Hite,
Lowell Hite, and JoAnn Hite. Robert said
they discussed the gutter on the back of the municipal building being fixed. Discussed Mark Evans apartment that has a hose
draining out the front window onto the sidewalk, the back door is wide open,
and the rear window is open. Michelle
will call Mark about all this. Discussed
getting new fire extinguishers from Lowes @ $38 each. Steve mentioned it was time to get the catch
basins cleaned, but that we should wait till all the leaves are down, then have
Sureshot give us an estimate.
Robert said Michelle presented our
contingency plans for the water system, and said it was time to review and
update them. EPA requires an annual review. A certified operator is supposed to supply
changes. Walnut Creek Sewer District
(WCSD) has a contract with Kinder but thats only an agreement to test the
water and send monthly reports to the EPA.
They havent had anyone in that capacity for a couple of years. Susan Applegate of the EPA said we really
need a certified water operator. The
committees and Michelle discussed the contingency plans and made necessary changes. They also completed the vulnerability
assessment and the emergency response planning guide.
They discussed zero-reading accounts they
have each month. There are between nine
and eleven each month. The committees
decided that the 2 meters at the trailer court that have zero-readings are to
be replaced and a charge for the new meter put on their bill. We charge $75.00 each. Michelle will look into the cost of having
the rest of the bad meters replaced.

from the Finance Committee: Met October 30th. Reviewed lease proposals for the new
tanker. Decided to go with Fairfield
National Bank.

from the Rules Committee: Didnt meet.
Report
from the Regional Planning Representative: Robert said nothing that concerned the
Village.
Old
Business Steve asked if Parrott Electric had been
called about the burned-out light in front of the municipal building. Aaron said he would check.
Council directed the Clerk to write a letter
to Mark Evans instructing him to remove the hose from the front of his house
that is connected to his sump pump and that is discharging water onto the
sidewalk.
New
Business - Mary
asked if anyone had seen the flag and flagpole that is missing from the
electric pole across the street from the municipal building. No one knew.
Mary thanked Jim Watkins, Jamie Carroll, and Steve Reedy for installing
all the flags and flagpoles throughout the Village.
Steve made a motion to extend the C&C
Lawncare 2006 contract for lawncare for calendar year 2007 at the same rate as
2006. Laura second. All yea, with Ed voting no.
Jamie Carroll wanted to know if one of the
old fire trucks is taken out of service, can the department sell it to the
Thurston Firefighters Association, or would it have to go out for bid? Aaron will ask the solicitor.
Steve made a motion to adjourn. Laura second.
