Council Meeting Minutes

December 12, 2005

***  SPECIAL MEETING ***

 

Meeting called to order at 7:30 pm by Mayor Mary Barber.  Pledge of Allegiance was recited. 

Meeting was called to discuss fire department personnel issues, year end fiscal issues and to fill the position on the board of the Walnut Creek Sewer District.

 

Roll call:          Robert Ortman – Present

Roger Aubery – Absent

Warren Simpson – Present

Ed Vanek - Present

Kevin Ety – Present

Rita Leiendecker - Present

Mary Barber – Present

Aaron Reedy – Present

 

Mary said there were three people present wishing to fill the open seat on the board of the Walnut Creek Sewer District: JoAnn Hite, Warren Simpson and Ed Vanek.

 

Mary asked each why they wanted to be on the board and what they felt they would bring as an individual to the board.  Each responded.

 

Kevin made a motion to open nominations.  Robert second.  All yea (Warren and Ed abstaining).

 

Robert made a motion to nominate JoAnn Hite, Warren Simpson, and Ed Vanek to the positions.  Kevin second.  All yea (Warren and Ed abstaining).

 

Kevin made a motion to close nominations.  Robert second.  All yea (Warren and Ed abstaining).

 

Council wished to elect by secret ballot.  Aaron handed out ballots and Council voted.  Since Warren and Ed abstained, and Roger is incapacitated, there are only 3 majority voters available.  All three voted for Ed Vanek to fill the position.

 

Rita made a motion to appoint Ed Vanek to the seat coming open as of January 1, 2006 on the board of the Walnut Creek Sewer District.  Robert second.  All yea (Warren and Ed abstaining).

 

Rita made a motion to go into Executive Session to discuss fire department personnel issues.  Robert second.  All yea.  The time is 7:40 p.m.

 

At 8:17 p.m., Rita made motion to come out of Executive Session.  Kevin second.  All yea.  Mary said we will move on in the agenda for now.

 

Ed made a motion to waive the three-reading rule and declare an emergency for Resolution #2005-25 – A Resolution authorizing the transfer of funds and the declaration of an emergency.  Robert second.  All yea.

 

Robert made a motion to adopt Resolution #2005-25 – A Resolution authorizing the transfer of funds and the declaration of an emergency.  Kevin second.  All yea.

 

Ed made a motion to waive the three-reading rule and declare an emergency for Ordinance #2005-26 – An Ordinance to amend the 2005 appropriations ordinance and the declaration of an emergency.  Kevin second.  All yea.

 

Warren made a motion to adopt Ordinance #2005-26 – An Ordinance to amend the 2005 appropriations ordinance and the declaration of an emergency.  Rita second.  All yea.

 

Ed made a motion to recess the meeting.  Rita second.  All yea.  The time is 8:30 p.m.

 

At 8:40 p.m., Warren made a motion to come out of recess.  Ed second.  All yea.

 

Jamie Carroll was present and discussed the point-pay system the fire department is doing.  Jamie said it’s the same way Millersport is doing it.  Ed said it needed to be documented on paper and someone needs to authorize it before we can approve it. Jamie will document the process right now in the office.  Council discussed general fire department moral/issues with the firefighters that were present.  Council okayed the documentation Jamie gave for the point system and said Aaron could make the payments.

 

Warren made a motion to go into recess at 8:55 p.m.  Rita second.  All yea.  The time is 8:55 p.m.

 

At 9:07 p.m., Kevin made a motion to come out of recess.  Ed second.  All yea.

 

Kevin made a motion to go into Executive Session to discuss fire department personnel issues.  Ed second.  All yea.  Council wishes Jimmy Barber Jr. to be present.  The time is 9:08 p.m.

 

At 9:50 p.m., Kevin made a motion to come out of Executive Session.  Rita second.  All yea.

 

Mayor Barber said she is bringing to two highly-skilled candidates to Council for appointment of one of them as Chief of the Thurston-Walnut Twp. Fire Department; Ryan Wyse and Jim Hite.  She is leaving the final decision to council.  Council requested secret ballot vote.  Aaron passed out the paper.  The vote was 4 for Jim Hite and 1 for Ryan Wyse.

 

Ed made a motion to appoint Jim Hite as the chief of the Thurston-Walnut Twp. Fire Department with a one-year probationary period.  Robert second.  All yea, except Warrant Simpson voting no.

 

Kevin made a motion to adjourn.  Ed second.  All yea.  The time is 10:00 p.m.
