Meeting Minutes
February 14, 2006
The
meeting was called to order by Lowell @ 6:37 P.M.
Roll
call: Lowell Hite, present; Bev Reese,
present; Laura Clark, present; Aaron Reedy, present.
Visitors

Hite, Michelle Shumaker (Village Secretary), Mary Barber (Mayor)
Bev made
a motion to nominate Lowell Hite for Board President. Laura second.
All yea.
Meeting time will stay the same.
Laura
made a motion to approve the January 2006, meeting minutes. Bev second. All yea.
Bev made
a motion to accept the January 2006 Financial Statement. Laura second. All yea.
Ron
Clouse was present (Account 47). He said
he got a huge water bill, and doesn’t think he deserves it. The bill was for $601.14 ($93.80 previous
balance, $601.14 current balance). Ron
asked for his water to be shut off in December of 2005, but Lowell couldn’t
shut it off. Lowell said when it gets
warm weather, he’s going to install a new shut-off
valve. Lowell said this is our fault
because Ron asked for it to be shut off, but we can’t. Ron said he’s shut the water off at the valve
inside the house where the water comes into the building, and it isn’t leaking
now. Lowell’s checked the meter – it’s
not running now.
Laura
made a motion to waive the $300.69 water fee.
Bev second. All yea. Pending Walnut
Creek Sewer District (WCSD) approval of waiving the sewer portion, Ron Clouse
should only have to pay $29.90 current month, plus $93.80 previous balance for
a total of $123.70.
Lowell
said we haven’t heard anything from Jim Farrell regarding his previous
request. Bev made a motion to send a
letter to Jim Farrell giving him 10 days to make a decision. He can either install an external shut-off
for both apartments that BOPA has access to; or 2) put both accounts in his
name. If we don’t hear from him within
those 10 days, the accounts will be put in his name. At that time, we will refund the deposit for Casto. Laura
second. All yea.
Michelle
said John Kinder brought in the paperwork that the USDA Rural Development said
is past due. John feels it should be
Baltimore’s responsibility to complete it since they deliver the water. The report was originally due back in
November, and they have been calling for it.
Aaron said Thurston buys it’s water from
Baltimore, so Thurston is the delivering agent, and the WCSD is under contract
to be responsible for these things.
Aaron asked Michelle to contact USDA and ask what is realistically and
minimally needed.
Michelle
said Frost moved out, and the account is in Evans name now. Lowell said just wait and see if he pays the
bill next month. If it gets shut off,
we’ll make him pay the deposit then.
Michelle
said the Robert Wise account – his meter readings are up and down. Sometimes it’s zero, sometimes 5100
gallons. How can there be a zero
reading? Lowell said the readout doesn’t
work sometimes. Michelle said there were
some on the zero-read list: Denise Boyer, Charlie Miller, Bernard
Franks. Lowell said he needs to check
them.
Lowell
said the water contract is up on February 27th with WCSD. He asked what do we want to do? Mary said Council
pretty much tabled the issue. Lowell
said WCSD was satisfied with the contract the way it was. No action was taken.
Bev made
a motion to adjourn. Laura second. All yea. Time is 7:50
P.M.
