Thurston Board of Public Affairs

The meeting was called to order by Lowell @ 6:30 P.M.
Roll call: Lowell Hite, present; Bev Reese, present; Laura Clark, present; Aaron Reedy, present.
Laura made a motion to approve the September 2005, meeting minutes. Bev second. All yea.
Bev made a motion to accept the September 2005 Financial Statement. Laura second. All yea.
Bev asked if Linda Crow had paid the tap fee for the house she is building on Old Millersport Road. Lowell said she hadn’t been in yet.
Board reviewed note from Michelle regarding refund of water deposit for Richard Gould, #71. He would like it applied to his current bill. Board agreed he is not eligible for a refund because he has been late three times in the last 12 months. Bev made a motion not to refund his deposit until his account has no past-due events for a 12-month period. If he continues to pay on time, that will be February of 2006. Laura second. All yea.
Board reviewed Village Council’s request to install 2 new meters per month until the old meters throughout the Village are replaced. Lowell said we need to figure out how much we want to raise water bills in order to pay for that. He estimated about $6,000 per year. Lowell said he spends half his time replacing the newer meters that have been installed – some of the newer ones have been going bad. He said meters from the last four years have been working okay (Amco). Board discussed the issue. The Board’s official response is to ask Council how much they want to raise water rates to cover the cost of replacing meters that are working okay.
Lowell said they flushed hydrants on September 29, but there was no notice in the paper.
Board reviewed the Water Service Agreement with Walnut Creek Sewer District. Aaron presented his suggested changes, which would reflect realistic procedures instead of just adopting procedures that no one follows (either side). The current agreement expires 2/27/06. Lowell said we’ll take a closer look at this in January.
